Project overview
Flares are critical to safe and reliable operations at a refinery. The project proposes rerouting gas from the Main Plant 1 Flare, which was constructed in the 1950s, to a more modern flare installed in Plant 1 in 2012 and upgraded in 2019. If approved, the project would also include the decommissioning of the Main Plant 1 Flare.
This work would improve the safety and efficiency of our operations.

A flare is a process safety device used to combust gas released during refinery operations. Flares are critical to safe and reliable operations at a refinery. Refinery maintenance activities such as unit start-ups and shutdowns, as well as pressure relief events, may cause the flames from the flare to be more visible.
Provided that we obtain approval of our construction permit by the Colorado Department of Public Health and Environment (CDPHE), work is scheduled to begin in late 2025 with startup expected in 2027.
We do not expect an increase in vehicle traffic or noise from this project. All work would be completed within our refinery fenceline.
Once complete, the project would result in an improved flaring system as the Main Plant 1 Flare would be removed and the emissions intensity of the flaring system would be reduced.
